On this page

Shipping companies in Saudi Arabia fall into a few types: the national post, express couriers, and last-mile or same-day services, and many stores use more than one. Cash on delivery is offered by several of them, but it carries real costs and risks for a store. This guide explains the options, how the National Address works, what cash on delivery costs you and how to compare quotes. It is general information, so confirm each service, price and rule with the company or authority concerned.

In short

  • Delivery partners come in types: the national post (Saudi Post, SPL), express couriers, and last-mile or same-day services. Compare services, coverage and contract terms, not just names.
  • Parcels need a National Address. The Transport General Authority announced that from 1 January 2026 parcel companies must not accept a parcel without one, so ask customers for their short address.
  • Cash on delivery moves risk to you: refused parcels, cash that reaches you later, return costs and fake orders. Stores often add a fee or set limits.
  • The customer must see the total price, including delivery and any extra fee, before ordering.

Which shipping companies in Saudi Arabia can you use?

The right partner depends on what you sell, where customers live and how fast you promise delivery.

Prepaid and cash on delivery side by side: each has its own costs and risks, which this guide compares.

What each company says on its own site (October 2026):

  • Saudi Post (SPL). Its e-commerce page lists last-mile delivery to the doorstep, lockers or post offices, cash on delivery through POS devices and payment links with service providers, reverse logistics for returns, and API integrations.
  • SMSA Express. Its cash on delivery page says SMSA contacts the recipient first, delivers only once payment is received, and lets the sender choose the accepted payment methods.
  • Naqel Express. Its Saudi site lists express delivery, last-mile delivery for online shoppers, e-fulfilment, warehousing and a link to its APIs.
  • J&T Express. Its services page lists Saudi Arabia among its markets and describes e-commerce express, cash on delivery and reverse logistics. Check which apply in the Kingdom.
  • Aramex and DHL Express. Both have Saudi Arabia pages on their own sites. As we read them, Aramex lists domestic same-day services and DHL Express lists international express shipping, so confirm domestic coverage with each.

This is not a ranking or a recommendation. Coverage, services and prices differ by city and contract, so get everything in writing. The Transport General Authority regulates the postal sector, so ask a courier you do not know to confirm that it is licensed.

The National Address and the short address

SPL describes the National Address as an official address for a location, free to register. It has a four-digit building number, a street, a four-digit secondary number, a district, a five-digit postal code and a city. The short address is four letters and four numbers, and residents can find theirs through SPL Online, Maha, Tawakkalna, Sehhaty or Absher. SPL says it speeds up delivery without extra calls.

It is also a rule for parcels. The Transport General Authority announced that from 1 January 2026 parcel delivery companies must not accept or carry a shipment without a National Address, and the Saudi Press Agency reported that enforcement began. Check the authority's notice or your courier for the exact scope. For your store:

  • Ask for the short address, a mobile number and a delivery note at checkout.
  • Validate the address before dispatch. SPL's National Address API lets developers verify an address and look one up from a short address, and says registration to start is free.

How does cash on delivery work in Saudi Arabia?

Cash on delivery (COD) means the customer pays the courier when the parcel arrives. The usual flow:

  1. The customer chooses COD at checkout.
  2. You hand the parcel to the courier with the amount to collect.
  3. The courier delivers and collects payment, in cash or, where offered, by card on a POS device or a payment link.
  4. The courier pays the collected money to you under your contract.
  5. You match each payment to its order.

Fees, payment schedules and limits are contract terms, and we did not find them published on the pages we read, so ask. In WooCommerce, cash on delivery is a payment method you switch on, orders stay at Processing until the cash is collected, and you can limit COD to certain shipping methods.

Show any COD fee before the customer confirms. The executive regulations of the E-Commerce Law expect the price details given before the order to include delivery costs, taxes and any other costs, with how they are calculated.

The real costs and risks of cash on delivery

RiskWhat happensCommon response
Failed deliveryThe customer is out or refuses, and you pay for the trip and the returnConfirm by phone or message before dispatch; verify the address
Slow cashMoney reaches you only after the courier pays it overCheck the payment schedule and plan cash flow
ReconciliationCourier statements must be matched to ordersPut the order number on every parcel
Fake ordersPrank or careless orders waste stock and shippingVerify the phone number; limit COD for new or high-value orders
RefundsYou need a way to pay money back for a COD orderCollect refund details when the return is agreed

This is why stores often add a COD fee, or limit COD by order value, area or customer history. A fee is a business decision and must be shown up front.

Prepaid or cash on delivery?

Prepaid orders are paid before dispatch, so fewer parcels come back, but they need a payment provider and its fees. COD lowers the barrier for hesitant customers and costs you more to run. Many stores offer both. Our guide to payment gateways in Saudi Arabia covers the prepaid side.

Returns, exchanges and delivery slots

The E-Commerce Law gives customers rights that apply whichever courier you use:

  • Withdrawal. Within seven days of receiving a product, the customer can withdraw if they have not used it. The customer bears the costs of withdrawal unless you agree otherwise, and the law lists exceptions such as made-to-order goods.
  • Late delivery. If delivery is more than 15 days late, unless another time was agreed, the customer can cancel and recover what they paid, except in force majeure.
  • Faulty goods. The Ministry of Commerce says a customer who receives a defective or counterfeit product can return it and claim a refund, so treat those returns as your cost.

SPL and J&T list reverse logistics for returns, so ask how returns are priced and collected. Groceries and other time-sensitive goods also need delivery slots: see our guide to delivery time slots for grocery stores. The FreshBasket grocery theme on DevMarket is a WooCommerce theme with delivery slots and right-to-left layouts. Ask your courier whether it supports delivery windows or only next-day delivery.

Tracking, customer communication and packaging

The regulations say the invoice should show the carrier's name and tracking details, if any. Beyond that:

  • Send the tracking link when the parcel is handed over, and message again at dispatch, when it is out for delivery and after a failed attempt.
  • Pack to the size of the item, protect fragile goods, and label the parcel with the short address and phone number.
  • Ask each courier whether it charges by actual or volumetric weight.

How to compare courier quotes

Put the same questions to every courier:

  1. Which cities and areas do you cover, and which are surcharged?
  2. What service levels exist: next day, same day, time windows?
  3. How do you charge for pickup, weight and size?
  4. How does COD work: fee, payment schedule, limits and accepted payment methods?
  5. What do failed deliveries, returns and re-delivery cost?
  6. How is tracking shared with you and the customer, and what happens when a parcel is lost or damaged?
  7. Is there an API or plugin for my platform, and is there a minimum volume?
  8. How do you handle the National Address, and are you licensed?

How stores connect couriers

There are three general routes. First, shipping rules inside your platform: WooCommerce shipping zones include flat rate, free shipping and local pickup, and extensions add carrier rates and labels. Second, built-in connectors: Odoo 19's documentation lists connectors such as DHL Express, FedEx and UPS that calculate costs and create labels, so ask whether your local courier has a module. Third, courier APIs and apps: SPL and Naqel mention APIs, and Shopify's help centre notes that some carriers have apps in its App Store. In every case, test with a real parcel.

Frequently asked questions

Which is the best shipping company in Saudi Arabia?

There is no single answer. The best fit depends on your products, cities, volume and service level, so compare written quotes against the checklist above.

Can I use more than one courier?

Yes. Many stores use different couriers for different cities or service levels. Keep tracking and customer messages consistent.

Should I charge a fee for cash on delivery?

That is your decision. Work out what failed deliveries, cash handling and courier COD fees cost you, and show any fee before the customer confirms the order.

Who pays for returns?

By default the customer bears the cost of withdrawing from a contract, unless you agree otherwise, but you bear the cost of faulty or counterfeit goods. Confirm the current rules with the Ministry of Commerce.
